Update Directory Server Options section for automatic DirCache

This section header is wrong:

DIRECTORY SERVER OPTIONS
       The following options are useful only for directory servers (that is,
       if DirPort is non-zero):

It should read:

DIRECTORY SERVER OPTIONS
       The following options are useful only for directory servers:
       (Relays with enough bandwidth automatically become directory
       servers, see DirCache for details.)
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
