Get rid of old GCC toolchain in pluggable transports macOS descriptor

The pluggable transports descriptor is the last place using the old GCC based toolchain for OS X cross-compilation (now that we have a patch for #10369 (moved)). Time to get rid of it as well.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
