Doc assumes that user will have a properly function setup before this is neccesarily true

In the Win32 installation doc, here: http://tor.eff.org/cvs/tor/doc/tor-doc-win32.html there is a problem in step 3. It tells you to check that privoxy and torcp are running and that torcp has succesfully started. However, it gives no indication of what to do if it hasn't started or refuses to start, or any ideas of what might cause this.
