Hide the progress bar by default

The progress bar introduced by #21623 (moved) is shown by default and depends on JavaScript for hiding it. When JavaScript is disabled the progress bar is always displayed above the JavaScript required message. This is different from previous behavior where the loading icon would only be shown when necessary.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
