Tor Browser Sandbox updater should use update_3 urls

In #19316 (moved) we changed the update urls from update_2 to update_3. The sandbox updater should start using the update_3 urls too (although in #22003 (moved) we are going to add redirects for Linux and OSX users, so old urls should keep working for a while).
