Automatically check all the files uploaded to Trac and Wiki for viruses

Intelligence agencies can attempt mass hacking (allowed by the law for now!) by planting content carrying exploits and I think Tor Project should check everything uploaded by users with an AV (capable to detect packers and exploits) and an anomaly detector.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
