Use i386 containers for building Tor Browser on linux32 and win32

Docker did not allow us to run i386 containers. After fixing #21824 (moved), we will be able to use i386 containers.

We should should switch to i386 containers for the linux32 and Windows builds, to simplify some parts of the build. This should also help fix the build of snowflake on linux32.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
