document key-pinning-journal file in man page
At the bottom of the Tor man page are a set of files that can be in the datadirectory.
Apparently there's a new one called key-pinning-journal for directory authorities. We should list it in the man page and say what it is.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
