Create jessie VMs in maint-7.0

In branch maint-7.0 we reverted the commit adding the sandbox, which also removed the creation of the jessie VMs in make-vms.sh. However we are also using jessie to build the OSX version of Tor Browser.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
