torspec should say when tor's event buffer limit was removed

There is no limit now, it was removed in:

5.2. Don't let the buffer get too big.

  If you ask for lots of events, and 16MB of them queue up on the buffer,
  the Tor process will close the socket.

This happened in #16480 (moved) or maybe some time before it.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
