Remove code to produce the deprecated torperf.csv
As of May 12, 2017, the torperf.csv data file has been replaced by the torperf-1.1.csv data file, and we said that starting on June 1, 2017, the former will not be updated anymore. We still update it though. We should remove the code that produces this file now. I'll attach a patch once I have a ticket number.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
