Establish guidelines for using assertions
Bugs like #22789 (moved) can happen due to overuse of assertions. We should have guidelines for when assertions are appropriate, and document them (probably in CodingStyle.md).
To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
