Contact Info in directory entry is not compulsory

The Directory server accepts node entries without a contact entry. This is a bad idea. The contact info should be compulsory, and possibly should be verified somehow? At least a syntax check for a valid email address and a domain lookup maybe.

For 0.0.7, the entry will become required, and will need to be a valid email address.

As of 0.0.7, this is compulsory for all servers running 0.0.7. Clients will not reject servers without contact information until 0.0.8 or later.
