prop224: Do we need to re-encode HS desc everytime we upload it?

Nick is worrying that we are spending cycles needlessly when we re-encode the descriptor in every upload_descriptor_to_hsdir(). Instead we could encode the desc once and use it for all uploads.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
