Tor Browser toolbar design

If we make the changes suggested by #23150 (moved) and child tickets, we'll need to:

• decide how many buttons to have
• where those buttons go
• what functionalities each button would have
• what icons we should use for each button
• what to do about the noscript and onion buttons
