Cannot Start Tor in Win XP or 7 (Vidalia.exe - Entry Point Not Found)

When attempting to launch the Tor browser from a USB drive (latest version v1.3.15), I receive the following error under both Windows XP and Windows 7 when clicking "Start Tor Browser.exe":

"vidalia.exe - Entry Point Not Found

The procedure entry point _Z17qt_message_output9QtMsgTypePKc could not be located in the dynamic link library QtCore4.dll"

I downloaded the browser bundle directly from Tor's main page and extracted to my local hard drive and USB drive. In each instance, I was unable to successfully launch Tor.
