Please provide user 'onionoo-unpriv' on oo-hetzner-03 with the same features as on omeiense

Currently, onionoo-unpriv on oo-hetzner-03 doesn't have a home directory, which for example prevents using crontab. Please provide user 'onionoo-unpriv' on oo-hetzner-03 with the same features as on omeiense.
