Create a new MAR signing key for Tor Browser

Similar to #20589 (moved) we want to have a new signing key for our MAR files and bake it into Tor Browser so we can rotate the keys later on.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
