Add tweet templates for running versions

Data on versions is already aggregated and made available on the metrics website:

​https://metrics.torproject.org/versions.html

It should also be possible to use the graphs as generated by the website in the tweets.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
