Add x86_64 version of msvcr100.dll

We host a mirror of the 32bit version of msvcr100.dll at URL https://people.torproject.org/~gk/mirrors/sources/msvcr100.dll

We need to do the same for the 64bit version of the file. We could for instance put it at this URL: https://people.torproject.org/~gk/mirrors/sources/msvcr100-x64.dll

After going to https://www.microsoft.com/en-us/download/details.aspx?id=26999 and downloading and installing vcredist_x64.exe, I get the following file:
