Update ExoneraTor's README file

This update should be based on #21145 (moved) or even wait until ExoneraTor runs an embedded Jetty. Also consider #23549 (moved) and #16597 (moved).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
