NoScript not saving 'allow scripts globally'

I initially set Tor's security settings to 'Low', however, I then decided to forbid Javascript globally through NoScript. After several months, I decided to heed the warning that I was not using a default security level, and hit the 'restore to default' button in the security slider. While this restored settings to default (JS enabled) for that browser session, it was reverted to my old settings after a restart. I then tried re-enabling scripts through the NoScript button. Again, it worked for a session (Tor button now showed the 'Low' default security setting) but then reverted to old settings after a restart.

I'm running fully updated Windows 7 and Tor Browser 7.0.8 (using default updating). I also have FireFox with NoScript, HTTPS Everywhere, and Ublock Origin on the same computer (along with Chrome).
