Start a program where Tor people can call out volunteers for swag and glory

We have our bug bounties program, but that's only a tiny fraction of the topics that the world helps us with. We have our "tshirts for relay operators" program, which is awesome too.

Sebastian and I were noticing that the person who filed #18580 (moved) has really been super helpful at causing us to track down a bug that has high impact on the Tor network.

I propose that we start a program where we encourage each of the teams to reflect, each week as part of their sync, on whether they've noticed any awesome not-yet-recognized contributors. Then we send them to Jon, who can send them a swag kit if they're interested.

There is of course no requirement that each team produce a person each week. But there should be a requirement that awesome people eventually get thought of. :)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
