Bandwidth authority complains that SETEVENTS EXTENDED is deprecated

EXTENDED is the default and has been for years. But now it's the only option, and has been removed as an argument, We just need to stop specifying it in either torflow or pytorctl.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
