Make db credentials and url as well as paths (webstats, legacy, onionperf etc.) configurable
This concerns all languages use R, java, sql, python. Configuration could be filebased (see example legacy.config).
Suggestion: one file 'metrics-web.properties' containing the configuration for all different modules.
(Of course, keep an eye on the decisions made in #24041 (moved).)
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
