Make bridges work when the authorities are blocked
Bridges should be able to:
- bootstrap using fallbacks
- find and connect to enough relays to avoid failing too many client paths
If bridges used bridge guards (ticket?), they would work even if most relays were blocked.
This is similar to IPv6-only bridges (ticket?).
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
