Coverity CID 1425934: FORWARD_NULL in circuit_stream_is_being_handled()

Coverity detected the following error:

src/or/circuituse.c: 1025 in circuit_stream_is_being_handled():
Null pointer dereferences  (FORWARD_NULL)
    Comparing "conn" to null implies that "conn" might be null.
