Perform CBT tests in test lab

It would be nice if we could get some circuit build times data from the test lab. The data shouldn't be too hard to gather. All we need is info level logs, and some periodic snapshots of the state file from some Tor clients set up on the link.

It would also be useful to get info level logs and state file snapshots of Tor clients that had been running for a while on low-latency links, and that were then switched to the high latency sat link.

If we end up doing torperf runs (ticket #2476 (moved)), making sure to run those at info and grabbing their state files periodically would be useful.

By periodically, I mean once every hour or so.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
