Mashup GoodBadISPs with Onionoo to give indications of which providers are oversubscribed

The [[doc/GoodBadISPs]] page contains a lot of useful information for relay operators about which providers are willing to host middle or exit relays, but doesn't give any indication of which providers already host a large number of relays or which would be the best provider to choose to help diversity.

By giving more structure to that page or by moving the page into JSON/XML/database and then mashing it up with Onionoo data (bandwidth, consensus weights, middle vs. exits) it would be clearer to see what operators would help to improve diversity in the network.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
