update the fallback script to generate the new format
- increment the version
- modify the structure of the current list, but not the content
- check that all supported Tor versions (0.2.9 and later) can parse the list (existing unit tests)
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
