Update onion service instructions to use next-gen onion services

Tor 0.3.2.9 got released, we should update the instructions to make use of the more secure v3 onion services on the website: https://www.torproject.org/docs/tor-onion-service.html.en

Thanks for the work here!

A few fixes might be needed:

• Since Tor 0.3.2 and Tor Browser 7.5.a5 56 bit long v3 onion addresses: 56-bit should be 56-character.
• The specification for next gen onion services can be found here. should not be italics, I think.
• chmod 700 -R /var/lib/tor should be intended.
