Onionoo should stop parsing untrusted descriptors

Split off #22488 (moved).

Sometimes Onionoo will parse a descriptor that hasn't appeared in any consensus. Descriptors are not trusted until they are in a consensus. They might have the wrong details. This means that Onionoo can have the wrong details.

This is not a big deal. It just takes a bit more time for users to work out where the problem is. Sometimes the problem is on the directory authorities (example: #24864 (moved)). And sometimes it is in the relay config.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
