Log about DisableDebuggerAttachment

One of the neat new features of Nyx is that it can now get connection information despite DisableDebuggerAttachment. However, this requires proc contents that aren't available on BSD (FreeBSD, OSX, etc). On those platforms we should resume giving a log notice so folks know what's up.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
