Log level notice message about missing geoip when used as client
In current master, we're sending out a notice when we can't find the geoip info "because we are configured to report statistics". This is inaccurate, because clients don't send statistics and might confuse users.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
