write up problem statement for entropy-of-network analysis

Dan Boneh is teaching a class next quarter on circumvention and anonymity. The students will break up into groups and do research projects on various topics. One of the topics I'd like him to cover is the "how much safety are we getting from the Tor network over time" question.
