Add CI builders to oniongit

I'd like to be able to build and run unit tests on my branches on oniongit with:

• tor pure C
• tor Rust/C On:
• i386
• x86_64/amd64
• armhf
• arm64

There doesn't seem to be an oniongit component, but I think this involves Jenkins, too.
