Moat UI is hidden if there are no default bridges

The Moat UI is hidden if there are no default bridges configured, which is the case in Tails. It should not be hidden. In fact, there is code in Tor Launcher that hides all of the radio buttons in this case (which was fine before we added the Moat feature).
