configure test for libevent fails with c99
When c99 self-enables with no flags, then our libevent tests fail, because they don't always include a function prototype for event_base_free. This is a bug caused by our bugfix for #24279 (moved) in 0.3.2.5-alpha.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
