Reimplement Optimistic SOCKS feature

We had to rip out the Optimistic SOCKS feature to get Moat working in Tor Browser (see: #24432 (moved)) but we want it back for performance reasons

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
