Send a series of extend2/extended2 cells as needed to encode a wide create/created pair (prop249)
As part of prop249, we need to be able to send wide onion handshakes split across multiple relay cells.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
