Default for TOR_RUST_DEPENDENCIES is wrong?
Try building Tor using the tor-rust-dependencies submodule, without actually setting TOR_RUST_DEPENDENCIES. It's supposed to work, but it doesn't: it looks at the wrong directory.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
