Defend against flooding of the broker by low bandwidth snowflakes

An adversary may attempt to flood the broker by thousands of low bandwidth snowflakes, as a result users will have a higher chance of happening on them thereby deteriorating their experience.

Maybe there should be some way to ensure that their bandwidth is higher than some level before they can be distributed by the broker.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
