Use OnionPerf to measure network partitioning

As OnionPerf is already regularly building circuits, it could be extended to also perform partition detection. When a circuit build fails, this generates an event that is included in the log file. The analysis module would need to be extended to do something with these events.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
