Onion services do not provide stream events to control port

Can we add STREAM and STREAM_BW control port events for service-side onion services? Client-side has them already.

I need this for the side channel checks I was working on in the vanguards controller.

We don't do these for exit-streams; we would need a new event type, I think.

Nick says that this would be very involved, because there is no such thing as stream events for any "exit-side" connections (and service side onion service connections count as exit side). Plus #25903 (moved) is a better solution anyway.

I am de-parenting this and taking it off of the 034 roadmap. It could also be closed as "not a bug". I don't really need this feature any more, and I don't think anyone else has ever requested it.
