Add nagios foo for Weather
The Weather process that is listening for the consensus event needs to be added to some nagios magic, so that we get a notice when it dies.
The signature of the process looks as follows in ps (maybe that helps to identify him):
"/usr/bin/python manage.py runlistener"
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
