Trac / Github service bot

During the Seattle network team hackfest we have discussed having a bot that can check for a variety of "Tor only" properties of things like pull-requests on Github.

This could include:

Checking if a PR actually have a "changes" file.
Update Trac tickets when PR's are modified(?)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
