Can not set up a hidden service on Windows 10
On Tor version 0.3.2.10 and Windows10 version 1803 (build 17134.81), can not start when
HiddenServiceDir C:\Windows\ServiceProfiles\NetworkService\Documents\Tor\sshd
HiddenServicePort 22 127.0.0.1:22
is added to torrc. Nothing is output to the log.
Windows Service says "An exception occurred in the service when handling the control request".
