Set MAR_OLD_FORMAT=1 in dmg2mar

In #26362 (moved) we set MAR_OLD_FORMAT=1 in the Makefile on the parts where we generate incrementals. However we forgot to add it on the part where we convert the dmg to mar files.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
