SKIP test_key_expiration.sh on Windows
It looks like #26076 (moved) also affects test_key_expiration.sh.
So like #26830 (moved), let's SKIP test_key_expiration.sh on Windows until the underlying issue is fixed.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
