Compare circuit build timeouts to Torperf completion times
This is a follow-up ticket to #2586 (moved) which was part of our March 5 Torperf iteration.
I'm leaving priority at normal, because we might better answer this question by playing with the cbtquantile consensus parameter. But we still want to answer this question sometime.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
